Foreigners are not eligible to apply for the HDB Flat Eligibility (HFE) letter, as they cannot buy HDB flats in Singapore. Only Singapore Citizens and Singapore Permanent Residents (PRs) meeting specific criteria can purchase resale HDB flats. Foreigners may only rent, not buy, HDB flats.
