Yes, Singapore Permanent Residents (PRs) can purchase private condominium units in Singapore. This includes both new launch and resale condominiums. PRs are not allowed to buy landed property (such as terrace houses, semi-detached houses, and bungalows) unless special approval is granted, but regular private condo apartments are open to PR buyers.
When buying private property, PRs must pay the standard Buyer’s Stamp Duty (BSD) as well as an Additional Buyer’s Stamp Duty (ABSD). For PRs, the current ABSD is:
- 5% for the first residential property
- 30% for the second and subsequent residential properties
