Can an occupier of a flat use his grants to buy a new flat

An occupier of an HDB flat, also referred to as an essential occupier, is not the legal owner of the flat and is included to help fulfill eligibility or grant requirements, such as meeting family nucleus criteria. While essential occupiers can contribute toward eligibility for certain HDB schemes or grants, the grants themselves (like the Family Grant or Enhanced CPF Housing Grant) are generally awarded only to eligible buyers who are listed as owners of the flat.
If someone is listed only as an occupier (and not as an owner) in a previous HDB flat purchase, they are considered a first-timer if they subsequently apply to purchase a new flat as an owner. When they become an owner or co-owner in a future purchase, they may then use the relevant HDB grants for that purchase, provided they meet all other eligibility conditions.
Simply put, being an occupier does not consume grant eligibility—only being an owner or co-owner and actually benefitting from the grant will affect future access to such grants. Therefore, an occupier can use grants to purchase a new flat when they become a first-time owner, subject to other eligibility rules.
