HDB shophouses are offered for sale or lease by Singapore’s Housing & Development Board (HDB). If a shophouse is purely commercial, all purchasers—including foreigners—generally need not seek approval from the Land Dealings Approval Unit. If there is a residential component within that shophouse, Singapore Citizens and Permanent Residents can buy it without extra approval, but foreigners will require prior approval if it is zoned for residential use, and the residential portion may also be subject to Additional Buyer’s Stamp Duty. Purchasers must also meet HDB’s eligibility conditions.
