They can apply under the Non-Citizen Spouse Scheme, provided the Singaporean spouse is at least 35 years old and the husband has a valid Work Pass (S Pass). They must not have owned or disposed of any private property in the last 30 months, and their monthly household income must fall within the applicable income ceilings. Under this arrangement, they are only eligible for a 2-room BTO Flexi flat in a non-mature estate.
