How to qualify for ABSD

To qualify for the Additional Buyer’s Stamp Duty (ABSD) remission in Singapore, you need to meet specific criteria, particularly if you are a Permanent Resident (PR) or part of a mixed-citizenship couple.

For Married Couples

  • At least one spouse must be a Singapore Citizen.
  • The couple must not own any other residential property at the time of the new property purchase.
  • The property must be purchased jointly by the couple.
  • If the couple previously owned another residential property, they must sell it within six months of the purchase date of the new property or the issue date of the Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC), whichever is earlier.

General Conditions

  • The ABSD remission is only applicable for the purchase of a single residential property.
  • The application for ABSD remission must be submitted to the Inland Revenue Authority of Singapore (IRAS) within six months of the purchase date or the issue date of the TOP or CSC, whichever is earlier.
  • The application must include all necessary supporting documents, such as the marriage certificate, proof of citizenship or permanent residency, and details of the property transaction.

Joint Purchases

If a PR purchases a property jointly with someone of a different profile (e.g., a Singapore Citizen or a foreigner), the highest applicable ABSD rate will apply to the entire value of the property.

Application Process

You need to pay the ABSD upfront at the time of property purchase and then submit an application for remission to IRAS. If approved, the ABSD paid will be refunded.
