I am single and 67 years old. Can I apply for a flat next to my siblings?

As a single person aged 67, you are eligible to apply for a new HDB flat under the Single Singapore Citizen Scheme if you are buying a 2-room Flexi flat in a non-mature estate. Buying a flat "next to" your siblings is possible if the flats are available in the same block or area, but there is no special scheme that guarantees adjacent units for siblings unless you both apply for units within the same Build-to-Order (BTO) project and select units close to each other during the flat selection process.
You cannot jointly apply for a flat with your sibling unless both of you are unmarried orphans, in which case the Orphans Scheme would apply. Otherwise, you and your sibling must apply individually for your respective flats.
To increase your chances of living near each other, both you and your sibling should coordinate and apply for the same BTO launch and select flats that are located close by, if available during the selection exercise.
