In 2021, it was revealed that public housing would be developed in the eastern portion of Dover Forest, while the western side would be preserved to protect its biodiversity. A large section of the western half will be allocated as a nature park. To balance Singapore's housing demands with nature conservation, only the eastern part of the 33-hectare site—nearly eight times larger than the Padang—will be developed in the near future.
The area’s development will be carried out thoughtfully, incorporating 5 hectares of greenery, including a park with a natural stream. As for the western portion, it will remain untouched for now, with plans to reassess it in about ten years. However, sections with high biodiversity will be safeguarded as part of the nature park.
Additionally, the Ulu Pandan Canal park connector will be expanded to create a green corridor, featuring multi-layered natural landscaping. A commercial hub near Dover MRT station is also planned to offer convenient amenities for future residents.
