New Build-To-Order (BTO) flats are sold directly by HDB, and offer various flat sizes such as 2-room Flexi, 3-room, 4-room, 5-room, or even 3Gen units. From October 2024 onward, new BTO flats will be classified as Standard, Plus, or Prime, depending on their locations. Standard flats come with the usual subsidies and the standard restrictions. Plus flats will be built in locations with stronger demand and get additional subsidies, but also stricter resale rules. Prime flats will be situated in the most highly sought-after areas, such as near the city center, and come with further subsidies and additional conditions upon resale. These categories help balance affordability with the advantages of living in more attractive locations. To be eligible for new BTO flats, you must fulfill requirements such as being at least 21 years old, not owning private residential property, not having used more than one housing subsidy before, and meeting income ceilings that vary by flat type.
