What are standard, plus, and prime housing models

Starting from October 2024, new Build-To-Order (BTO) flats will be categorized into three types: Standard, Plus, and Prime, to better reflect their location advantages.
  • Standard flats will come with the usual subsidies and restrictions that apply to all BTO flats, continuing to form the majority of the flat supply in various locations.

  • Plus flats will be situated in more desirable locations across Singapore, such as near transport hubs or town centers.

  • Prime flats will be located in the most sought-after areas, like the city center and its surrounding towns.
  • Due to their prime locations and features, Plus and Prime flats are expected to have higher market values. However, they will be offered with additional subsidies to maintain affordability and allow more Singaporeans the chance to own them. These flats will also come with stricter conditions for resale and rental, ensuring that buyers are purchasing primarily for personal occupation.
    This classification will apply only to HDB flats launched from October 2024 onward and will not affect flats currently owned, the resale market, or flats launched before the October 2024 sales exercise.

    Upon selling a Plus or Prime flat bought from HDB, you will be required to return a percentage of the resale price of the flat to HDB. The subsidy recovery percentage is commensurate with the extent of the additional subsidy provided. The amount will be made known when Plus or Prime projects are launched for sale.
    If you buy a Plus or Prime flat from the resale market, subsidy recovery does not apply when you sell the flat.
