What happens if my choice for a 4-room flat during SBF is unavailable, am I penalised?

You are not penalised just because all the 4-room units are already taken when your SBF queue number is called and you genuinely have no eligible units left to choose.
However, you need to be careful about non-selection:
- If there are still units you are eligible to book (for example, other flat types or lower-floor 4-room units you had indicated you were open to), and you choose not to book anything, HDB may treat this as a non-selection.
- Under tightened rules, repeated non-selections can affect your status (for example, being treated as a second-timer for subsequent applications for a period).
To avoid issues:
- Make sure your application flat-type choices match what you are prepared to accept.
- If your preferred 4-room type is fully taken and no other units meet your stated choices, you will normally not be penalised, as there is nothing for you to book.
