When did the harmonisation ruling apply?

The GFA harmonisation ruling applies from 1 June 2023 for development applications, and to all Government Land Sales (GLS) sites launched from 1 September 2022 onwards.
In practice, this means:
- Any new project submitted to URA from 1 June 2023 must follow the harmonised floor area definitions across URA, SLA, BCA and SCDF.
- GLS sites launched on or after 1 September 2022 are planned and tendered based on the harmonised Gross Floor Area framework, so projects built on these sites will follow the new rules even if they launch for sale later.
