Who initiates an enbloc

To start the en bloc sale process, resident(s) of a strata titled development may do some enquiries and checks with their neighbours to find out whether they are keen to do an en bloc sale or not. If the responses are positive, the next step is to form a pro tem committee with the aim of rallying support for the en bloc sale.
